Apparently the reporter never contacted the library, and if they had, they would have discovered that the book has been overdue since 2007 -- before her child was even born, and before the divorce and address change. Apparently recognition of the class-c-misdemeanor status of going years without returning a book is also laid out in the agreement one has to sign to check out books in the first place.

in 2003, i checked out VHS tapes of the Grims Fairy Tales and Spawn (cartoon). I got deployed to the dessert the next month and never turned in the video tapes. I ETS'd in 2005 and reenlisted reserve with no issues. In 2007, I reclassed to an MOS that required a top secret security clearance. guess what came up on my FBI check? yep, I had been tried and convicted 'in absentia' for petty larceny of 2 video tapes. The ***** store was closed by the time I got back stateside. I had to turn myself in to county sherrifs, do a night in jail and pay $1060 PER TAPE. It'll be 3 years before I can get it expunged from my record.

Say she waited and waited expecting it all to go away, then when she realized the library was serious and she was about to be arrested, she finally gets up and says "fine". Without the threat of an arrest she'd never have paid. I think when it gets to this point the arrest is warranted. You have to see it from the library's point of view. They lend books, if they didn't pursue these cases nobody would ever bring the books back. I'd be going to mine, checking out all the new popular books and selling them on eBay.
I know it says she never got the notices because she moved due to a divorce, but do we know that for sure? Take a look at Bilgoode's comment in the comments section of that article.

Then send off verification letters to the collection agency demanding verification of the debts and no matter what they say, sue them in Superior court for a FDCPA violation. There are a million rules and they always manage to violate some of them.

If they are willing to replace the book, that should be the end of it. To pursue it is an egregious waste of money and should be far more offensive to tax payers than the "theft" of a book.
