What I find more interesting is that a major newspaper in Britain devoted this much coverage to a story that would bore me if someone told it to me at a party. She wasn't arrested or detained. Basically, they devoted a page of their paper to a story about a rude Woolworth's employee. I can't wait for next week's expose on apathetic Wal*Mart checkers.

In the US, it's not theft until you show intent to not pay, like leaving the store. It's perfectly legal to consume something before you pay for it. I've done that with sodas alot. Grab one on the way in, drink it while shopping, hand the empty/almost empty bottle to the cashier to scan in. Retails stores spend a lot of money trying to maximize sales. That's why they put the candy and stuff where kids can reach it. They want the kids to grab it because they expect many of the parents will buy it rather than take it back or say no to their kids. Yes, it is good parenting to give your kids limits, but even the best of parents makes mistakes now and then.
This situation is not just expected, but it is deliberately engineered by the stores.
For staff to have a hissy fit over it is bad customer service to say the least.

I don't know how exactly all of this happened in the store, but if I was working at the store and somehow felt the need to bother someone over one small candy I would go over to the mother and tell her kindly that her kid just ate a candy and she should pay for it without making a scene about it. How do you English speaking people say it: "a little bit of courtesy goes a long way." Something like that.
But even more importantly, how the hell can you tell if she wasn't going to pay for the candy? It's not theft before you exit the store without paying. At least that's what my common sense tells me huh.

I also worked in retail for years and children tend to be the most common thieves - they see something and they just grab it - and not just cheap candy. I also seen a lot of kids break (expensive) things their parents just flat-out refused to pay for even though it could only happen through sheer negligence. Maybe this kid was too young (I'd say that around 4-5 years of age they clearly comprehend what they are doing is wrong perfectly well) but it's a common attitude these days from parents that they are not responsible for their children.... well, if they aren't, please leave them at home because the business isn't responsible for them either.

In our anxiety my wife and I ran out with the shopping cart to the next store. A few mins later, we realized that we didn't pay for that phone in the cart and we were out of the store. I went back and paid for it and explained to store guy what happened and that I mistakenly walked out with their phone.

When I was a little kid my Mum used to take me shopping with a vinyl child restraint "leash" - basically it's a belt, shoulder straps, and thigh traps, like some sort of tiny rock climbing harness, with the clip and lead connection in the middle of the kids back where it's supposedly impossible to reach. She reckons it didn't take me long to figure out how to slip out of that thing and leg it to the toys section in Reids (a huge apartment store once in Ipswich). - fani, on 04/03/2008, -0/+4Have you tried restraining a toddler... its next to impossible.
