For all of human existence it has been pretty typical for older kids to watch over younger ones for hours or days. One might even say it is even a lot safer today given that modern society has more geographically-close neighbors, emergency services and electronic communication.

Also, perhaps the kid had shown herself to be intelligent and mature beyond her years and was then trusted to watch the younger cousin. She did know CPR. - theneedtoknow, on 07/17/2009, -1/+10I Lost my 4 year old first cousin in this exact way less than a year ago and I am just very glad that this family avoided this kind kind of tragedy because it is hard to/impossible to recover from.

- pkeridactyl, on 07/17/2009, -0/+6As far as I can tell in my state (NM), there is no law about how old kids must be before they can be left home alone, but there are guidelines. Most I've found say 12. Not sure if that covers watching small children, although I used to babysit 5-7 kids when I was 12. It's really pretty common, at least with people I know. Luckily there were no toddlers and no pool for me, though.

My question is, why did the 11 year old have to find the toddler floating and unconscious? My wife and I began leaving our kids at home when the oldest one was 12 years old. He said he could watch the other two as well as the babysitter and her daughter wouldn't get to try and boss them around that way. The babysitter thought it was alright for the daughter to boss our three around, and she wasn't as old as the oldest one of ours and about the same age as the middle one. - uncleosbert, on 07/17/2009, -2/+4wtf? you want to pass a law to restrict what ages can be left to babysit? how the hell would you enforce that?
