When you get a new computer, all your games are right there, ready to be downloaded and installed on the new machine. There doesn't seem to be any sort of invasive DRM-style nonsense and you can even take all your games "offline" and play them without being connected to the internet, if you prefer.

Second, if you really must you can e-mail valve a few times and they'll send you the CD-Key, and finally, if you look really hard, you can find the CD-Key yourself in your registry.
Failing all that, Valve has stated that for any reason they have to shut down the steam service, they will unlock all games you've purchased.
