As a poster rightly said below, this is a paralympic record - which I think a lot of people are missing, but this is their only 'crime'.
Otherwise, by your way of thinking, if a swimmer won the 100M freestyle by using a jet-engine up his arse, that would be okay by you, because I can't swim very quickly, so I have no right to complain.

No doubt they are good for having a missing limb, but I'd wager with as much practice as those people put in, the average person would out perform the disabled.

Record breakers are generally people gifted genetically with the strength to endure the training and the mental resolve to actually do it. They are not everyday people and the average person, even with the training efforts put in would have trouble getting close to that level. Parathelete or normal olympian.

However, they do not allow robotic assistive devices. In fact, a paralymic swimmer isnt allowed any assistive devices due to how easily it would be to build a large flipper to propel the athlete through the water.
This goes back to the arguments against Oscar Pitorious. I'll bite and say his prosthetics made him taller proportionally than he might be were he to have been born with normal legs, but they are ultimately just suspension springs attached to his stumps. Any energy gotten out of them must be put into them by the athlete. The athlete in question is no less an athlete because he is disabled. Because of the requirements to participate in the paralympics (namely, being disabled) there can never truly be a direct comparison between parathletes and able bodied athletes. But their accomplishments should be celebrated for what they are, disabled or not.
