Most people think steroids work by somehow magically building muscle, but they actually work by helping your nervous system recover faster. This aids strength training and body building because the CNS gives out way before the muscles do. Muscles recover in only a couple days--the nervous system takes a lot longer, if you push it too hard. When your nervous system is tired, it won't allow you to train the muscles to the point necessary to induce hypertrophy.
The nervous system is obviously important in a lot of other areas too...such as skill practice. You may have noticed this, e.g., in playing the piano or learning to shoot a basketball. If you take a couple days off, often times you'll come back better than before. In fact, you'll come back better than if you had just practiced straight through those couple days. This is due to CNS fatigue.
