The average speed is higher for a 200m race than a 100m race, but that doesn't mean Johnson beat Bolt's time in the initial 100m. Michael Johnson didn't run the first 100m under 9.69s. He ran the second 100m much faster because he got a flying start. Many professional 200m sprinters run the last 100m under 9.69s.
To quote wikipedia: "Because a smaller proportion of the time is spent in the acceleration phase, some athletes run 200 m at a greater average speed than they do over 100 m, and the world record for 200 m has a higher average speed than that for 100 m."
Bolt is the "World's Fastest Man" in 100m.
Johnson is the "World's Fastest Man" in 200m.
