Basically they get absolutely no financial help from the government. In the US all Olympians are sons and daughters of rich people. In China, those with the most talent receive all the money and equipment they need free. Training for the Olympics costs around $50,000 a year for most sports.

Although China has a huge population, the vast majority of its population is from remote areas of the country, people that don't even use a computer let alone have a desire to train for athletic competitions that don't add to their survival. Numbers of people isn't the main argument that supports their steady increase in dominance in these events.
China has been working its ass off to make a mark on the world in the past couple decades.
