Yes, it might be art. It could also be junk, satire or a protest. It could just be a rather disturbing static display, intended to confuse the kiddies.
It could be all of the above. *shrug*
Consider the piece. It contains shock value. It is out of context with it's surroundings. It represents a biological impossibility. It's confronting - even shocking.
Whatever it is, the creator of any piece leaves it up to the viewer to decide exactly what it is they're looking at.
My art teacher often used to say "Art is in the eye of the beholder."
I used to think he just said that to spare the feelings of some of the lesser talented students. Then he showed me some of Jackson Pollock's work.
So, don't ask digg whether it's art or not, ask yourself - and be honest in your reply.

If anybody has ever been to Maine or another state that prohibits deer hunting, the fact that mini-Bambi's are pouring out of the big Bambi should make sense. They reprodouce without predators, there are areas with 10 deer per acre (that's crazy).
The movie "Bambi" was one of the most successful anti-hunting messages to ever be produced.
