There is a fine line there that most people can't see.
This also causes the extremely excessive warning signs in the US. My God, the swimming pool in my condo has like 12 signs saying that there's no lifeguard on duty, that we should not dive, etcetera, etcetera. I wonder how many of those signs are there because administration really cares about the residents or they just try to wash their hands off.
