Theoretically, anyone could say "Arrest the president," and if men of "authority" did it - and then other men of authority did not challenge them - it would be done.
LEGALLY, though? The attorney general might be able to, but I doubt they would be able to convince enough of the law enforcement institution to follow through, and it wouldnt work.

Clinton's impeachment was a joke. Impeachment of the Executive is reserved for "High Crimes and Misdemeanors," which at the writing of the Constitution implied crimes like High Treason and other severely illegal acts. Things like election rigging or deliberately misleading congress to start a war are the types of offenses that would qualify as High Crimes and Misdemeanors.
The Clinton impeachment was naked, undignified partisanship and demagoguery aimed at pleasing the extreme right wing of the republican party. In the end he received the appropriate punishment, a $90,000 fine and 5-year suspension of his license to practice law in Arkansas. If a crime was committed on his part, articles of impeachment would first be raised in congress and a criminal indictment would follow after his removal from office. As in the case of Nixon (who resigned immediately before impeachment) an indictment followed after his resignation (although he was later pardoned).

Once again, he was acquitted. He was *accused* of perjury (articles of impeachment), but the Senate failed to convict him. The problems we have with Bush are things he is doing wrong while president... AS PRESIDENT!!! not petty tax issues, but life-and-death stuff... where the right claimed Clinton was "endangering" our armyies by scaling back spending and sending troops to break up civil wars.. Bush has STARTED WARS that didn't need to be... We've been at war for 6 years now!! with no end in sight. Maybe we need Jimmy Carter to come back and help get our armies home and our allies back! Although paranoid, heavily-armed and very dangerous secret service agents would likely disagree with any such course of action - making it far safer to wade through the legal system and getting a warrant served by the relevant authorities.
And a big part of that would be providing adequate security - you can't just drag the prez down to the drunk tank (not that he hasn't been there before).
