I'm guessing it's near a train yard or a place where trains frequently stop in high crime areas. By lubricating the fence, it's easy to prevent mostly kids from stealing merchandise out of cars. I've heard of cases where kids who were stealing from cars in a train yard near me got hit by a train, sued the railroad, and won the case.
