This is the concept of all Improv Everywhere skits. They usually pull pranks on people or just do things that are meant to be SILLY, but the only ones who are entertained are the participants of the prank. This is the reason why, before they do one of these things, they advertise it, telling people to show up.

they get arrested, end up in an NYPD holding cell, and there's a sketchy guy there, he asks "what are you guy's here for?"

Evidently the best part is having people not notice (and rant about everyone else doing it) until after you're up and getting off the train.

I was actually one of the " crazy " pant-less people on the train and some of my pictures were mentioned above: http://flickr.com/photos/dr3w/ it was a fun experience. I had first heard of improveverywhere here on digg, when they had their best buy day. soon after that I signed up and have since participated on the "mp3 experiment" and "home depot" both last year, and two days ago, riding the 6 train pant-less.
TODAY, taking the subway to work was very awkward. seeing all these people with their pants on!!
