If you can't prove who drove through the red light, the car's owner can't be ticketed.

I don't like them one bit, because while a cop might not pull you over for a red light violation depending on how it happened, a red light camera will always tag you, and possibly fail to account for extenuating circumstances that might not be considered valid to a judge.

Ahem...they couldn't care less. They only started blurring out the passenger after a guy who got a ticket had his mistress in the car with him. His wife saw the picture and divorced him. He sued the gov't and won.

That's to make the passenger's face unviewable. But the seat the driver is in usually is the passenger seat so that's why they can't fine the guy.
