I didn't find it, but I did run into an old Russian guy who's been roaming the streets there for 18 years working as a "kyakubiki," trying to entice customers into stores for a commission. He said, and I quote--"Those machines were waaay before my time. If you're looking for used panties, go pull a pair off somebody's clothes line." And then he offered me an hour of sex with a 19 year old Japanese girl for 16.000 yen. (I said no thanks.)

I recorded it while I was there turning in a train chikan. If you'd like to hear it let me know.

In Shinjuku Kabuki-cho two years ago I saw a used panty vending machine somewhat hidden along a side street near another patch of regular vending machines. There were little boxes and each showed the age and a censored photo of each girl who the panties belonged to.
People who have never been to Japan are not qualified to comment. Just because something is a "law" in Japan doesn't mean that much. In particular, Kabukicho is controlled by the Japanese mafia, and hence they sell child porn and uncensored movies in the shops there, as well as have brothels, even though those are totally illegal, too.
In short, sure they are illegal, but that doesn't stop their sale. By the way, they also sell girls' piss and saliva by the bottle. Don't say "final word" unless you know it to be the final word. The final word is that the panty vending machines exist, or at least existed until last year, not 1993! - ahopfner, on 06/03/2008, -0/+0I have to agree with JapanDude here, I too have seen a vending machine with pictures of the girls wearing them on the front.
It was on the side of a road next to some food and drink vending machines. I had told my (Japanese) friend I had heard of these things and he said he knew where there was one. The one caveat is that this was in Kansai area in Dec 2001.
