I remember reading about it in Kevin Mitnick's book "The Art of Deception", a good read if you're interested in social engineering (and how to prevent it).

Failure to comply was declared a felony -- even though gold ownership had always been perfectly legal & commonplace in America.
FDR forced everyone to exchange each ounce of their gold for 20.67 'paper dollars'. After stealing that gold, he quickly raised the official price of gold to 35 'paper dollars' per ounce.
Overall, FDR's administration profited about $60 Billion (..in terms of year 2006 Dollars)... U.S. citizens lost $60 Billion in that robbery.
