As you point out, juveniles are held to a different level of responsibility than adults. A minor can't buy cigarettes, drink, stay out after curfew, sign a contract, etc. Essentially the kid's "rights" are vested with the parent or guardian - which can really suck if you're a kid with a job, 'cause legally Mums & Daddums can take your paycheck and spend it all on booze for themselves, and legally there's nothing you can do about it, short of becoming emancipated (which means convincing a judge you're responsible enough to be treated as an adult in the eyes of the law, it's something child actors do to keep mom's hands out of the till).
Now the other side of the coin is that juveniles have a different level of punishement for their crimes, too. If this happened in Ohio and these two little darlings were tried as juveniles the absolute worst punishment they could receieve would be to be locked up until they were 21 (note: it's been a while since I worked for the Juvie court so I may be out of date). Then when they reach adulthood their records are expunged (== "erased") so on a job app they can legally tick the "no" box next to "Have you ever been convicted of a crime?"
So when a minor commits a crime that's a level or two above shoplifting or being truant - say, killing someone, stuffing their body in the trunk and living off their debit card - the legal system will sometimes go "HOLY *****!" and move to try their asses as an adult, so they can get the full range of adult punishments. Including, hopefully, the Magic Needle, at least in this case. The idea being if you're old enough to put away the Care Bears and start slicing people, you're old enough to fry.
Don't do the adult crime if you can't do the adult time.
