Think about it, can you imagine how that would have been used against certain groups in the past? African Americans? Native Americans? Jews? The "ethnic cleansing" in Bosnia and Herzegovina? It would be more subtle than those examples, but sooner or later the power to deny a license would be abused. Probably not even maliciously in all cases, there would be some lazy bureaucrat who would deny them just because he was behind in his paperwork and it's faster to deny the thing than fill out the forms. Others would look for the tiniest excuse to deny them just to keep a minority weaker in numbers to protect his majority. Way to much of the nanny state in this idea for me.

The virus (HIV) develops into Acquired Immune Deficiency Syndrome (AIDS). The syndrome kills. The victim is still alive because the virus has been controlled and not developed into full blown AIDS.
Yes, it's an incredibly stupid way to kill your own child to avoid making child support payments because a) HIV can be controlled through medication and b) the medication is insanely expensive. Besides being human sludge, it boggles the mind how stupid this person must be. Daddy just multiplied his expenses by, um, alot.
@MSUKate: The injection occured when the baby was 11 months old.
