See those little dots underneath his hat? They're IR leds...invisible to humans, but totally *NOT* invisible to cameras. Those leds were supposed to protect his face from being visible to the camera.
They probably weren't working when this photo was taken....it would be impossible for him to detect this with his naked eyes as IR light falls outside of the spectrum that humans can see.
This results in a "mask" that can't be seen by other humans and makes him look much, MUCH less suspicious if somebody sees him walking around than an actual *mask* would.

I tore the photo out of the papers that were in our breakroom at work to help protect the guy, then later that day heard a rumor floating around that it must've been someone that works here since the photo was torn out.
