Every restaurant regardless of how fancy it is will have rodents and insects. Its almost physically impossible to eradicate and prevent all of them 100%.
If you think that's bad, I bet you didn't know this....
Have you ever used or eaten in a restaurant anything made with flour or any kind of ground meal (ie: oatmeal, cornmeal, wheatmeal)? Well just to let you know, every single health department across the nation allows a certain percentage of ground up insects such as grubs and maggots, rodent hair and dropping etc. to be contained with it them.
Reason is when these grains are sitting in silos, they attract all sorts of insects and rodents. It is extremely cost ineffective and physically impossible to remove all of this, so they allow it to be ground up with the grains. Idea behind it is that it will all be cooked off by serving time.

It is mechanically possible to build a restaurant that can't provide a home for vermin, but very few in construction have the knowledge and skill to build one, and no jurisdictions hold contractors to high enough standards. Basically the place has to be built as much like a giant shower stall as possible. Vermin need a home, so if you don't provide them with one, they can't establish themselves. No holes, no gaps, nowhere to hide. It is possible.
