I see nothing to indicate he was a '"self-admitted" scientologist' though, only that he was most likely at the very least in their employ somehow as he was apparently caught walking out of their building, and happily strolling on 'their' sidewalk.
And the title is sensationalist, he was not arrested, merely pulled aside, questioned briefly and let go after showing his permit.

hell of a lot worse than giving a speech as the poor kids in Atlanta were arrested and charged with :
1. Protesting without a permit
