When I was a kid we were shooting off a few firecrackers and the old guy (back then he was 80 if he was 18) came over and handed us a couple packs of old stuff he'd had since the dawn of dirt. One of them had a charicature of a black kid (looked like he was ready for a Minstel show) eating a huge piece of watermelon, called "Sambo Firecrackers".

But yes, some buyer should have done the headwork on this and not ordered these particular pieces.

"Freedom of speech" is a person's legal right to say stuff under the law, and should be limited as little as possible to ensure a solid, wide field of discourse. This gives citizens and communities a responsibility to watch out for and combat speech which defames citizens and divides communities.

No government agency, no law enforcement was involved, and nobody's first amendment rights were violated.

It's not correct, but it's not really a "rude example of stereotyping" so much as just incorrect word choice.
