If you were trying to run ./base, but just typed "base", your system would probably look in /bin, /usr/bin, and so on, but not ./
Incidentally, every directory automatically contains two links: "." links to the directory itself -- it's a self referential link. You can technically specify a file path like this "/bin/./././././././././././././././bash", and it will be perfectly valid (again, superfluous). ".." references the directory one level higher.
