In fact, the catchphrase "oh god how did this get here i am not good with computers" started when an awesome person on somethingawful wrote an appeal letter for a parking ticket to his county courthouse. The reason for the ticket itself was a big joke because he was parked in his own driveway, so he wrote a joke appeal to them and got a response.
Someone on SA loved the catchphrase so much used it to fill up advertising space in their school paper because they didn't have enough ads for that issue.

Also, this has *nothing* to do with "lolcats" as some other people have said, and predates it by years. Someone on the Something awful forums did this in an attempt to fill up empty space in his school's paper. It was a very long time before this stupid "lolcats" craze got started. Just imagine how annoying this stuff is for people who don't find cats to be adorable. And it is *everywhere* on the internet.
