There was this one that was all white and they had the company stop making it because it looked like cocaine. So does sugar or flour or any other white powdery substance at a glance.

What if things were reversed, then they'd be saying the drug dealers were trying to conceal their product by imitating Hershey's product. Big deal. If someone is acting erratically and they've got a pack of unmarked candies that look like crack, then you've got reasonable cause. Otherwise, stop bitching! If police work is too hard then go do something that actually makes a positive difference, like being a teacher or a doctor!
