"Mental Retardation" is the DSM-IV Axis II diagnosis given to a person who has a "subaverage intelligence" (generally less than 70 on a standard IQ test), deficits in adaptive functioning (which is measured with a different type of test), and for whom the onset of disability occurs prior to age 18.
There are efforts to change the term, with a number of contenders to replace it. The leading option is "Intellectual Disability". The terms to identify this area of disability have been replaced multiple times, primarily because the formal term becomes derogatory. Feebleminded, Moron, Idiot, and Imbecile were all previously formal terms for catergorizing different levels of mental retardation that were eventually replaced for the same reason.

For one they are huge, and make a lot of clothing/household goods affordable to people who really couldn't afford it. Secondly, in the back of each thrift store they have computers/electronics for dirt cheap. As a teenager it's a great place to pick up used computer equipment for really cheap prices. Like 5 bucks.
The sign for the Retarded Children's Store doesn't stand on its own though. It's relatively small, compared to the giant glass windows in front which tend to have merchandise displays/signs advertising their mission. Seriously, it's nothing to get worked up about. Both places are fantastic at both helping their intended individuals and making cheap stuff readily available. Plus, at least you know what you're supposing as compared to say the "Salvation Army?" I mean, when you buy from them, do you really know what cause you're supporting? I think the clarity is useful and if you happen to take offense take refuge in the fact that any "damage" they may do is offset by how much they contribute.

Great to see Ventura on digg's front page! Retarded Children's is definitely the best thrift store in Ventura. I used to go there around twice a week when I worked at the Ventura Theatre (since it's right down the street). This is not accurate. Mentally Retarded is still the accurate diagnostic term. Schools, which do not make medical diagnoses, often choose to use different terms, but the terms they apply are not accepted either globally or nationally, and in fact often vary from state to state and sometimes even from district to district. Some schools choose "developmentally disabled" while others choose "mentally challenged" and still others choose "cognitive disability". However, if they are diagnosed by a medical doctor or psychologist, all of these children will be diagnosed as mentally retarded.
A person with a learning disability is a person who specifically has deficits in educational achievement relative to his or her measured educational potential. A person with a learning disability will typically have an IQ in the average range, but have deficits in educational achievement in specific areas - e.g. an average IQ but reading achievement in the below-average range would indicate a learning disability in the area of reading.
Because a person with mental retardation has an IQ in the significantly below average range, he or she is generally not going to be diagnosed with a learning disability. You are correct that there are different levels of mental retardation, but "learning disabled" is not one of them. There are four levels - Mild, Moderate, Severe, and Profound.
As I mentioned - often schools use different terms, so it does not surprise me that you would think that the term is no longer used. The discrepancy between different entities is unfortunate because it causes confusion (as can be seen with many of the posts here). School systems don't have to meet a medical diagnosis, but rather specific, individual criteria for special education services and funding, so they can choose to use terms that the feel are politically more advantageous.
