If you don't know who owns it, you report it to the police and file an unclaimed property form. If no one claims it in a year, the property becomes yours. [This obviously varies state to state, and country to country, but since all unclaimed property belongs to the Sovereign, not to the person who finds it, this is what you should do, technically.] Expecting or demanding any sort of 'reward' is ridiculous, unless the owner has offered a reward.
Think of it this way, if you lost your engagement ring, which belonged to your great-grandmother, you would hope, and perhaps even pray, that it would be found and returned to you. An heirloom engagement ring can easily cost $17k. In poor places people have never even seen that kind of money.
