Seriously, WTF is up with this policy? In our school, it's the same thing, but no one in places of authority has any problem with casual hugs. Girls can hug each other all they want and you're not going to get in trouble for giving your girlfriend a quick kiss between classes. Hell, if Mrs. Huebner asked you to stop making out, and you did, she wouldn't give you a detention or anything further, even though she was supposed to. A boy in Texas said "hi" to a fellow classmate and received a one day suspension. Also a student in Florida talked to some else who was feeling down during recess and got expelled.

This came in handy when I was bullied a lot and kids tried to hit me. The school said find a teacher, my parents said that gave the bullies more time to whoop my ass.
Kids need to know their parents are behind them more than the school. Let her hug her friends, yell at the school each time, congratulate her daughter for doing what's right and treat her to ice cream. Teach her it's okay to do the right thing even when someone else says not to. She'll be a free-thinker that way with her own conscience not formed by trying to stay in the school's mold.
