Or well... to be more accurate it's legal but the company you are trying to give the money to can refuse it. A company has to legally except money printed by the government but they only have to accept so many of each denomination of coin per transaction. If you try to pay a bill entirely in pennies they can refuse to accept it and still charge you late fees if the bill remains unpaid.
Banks are the only ones that can't legally refuse massive amounts of coins. Most of them will try to refuse it though if you bring in buckets of coins.
