Democracy really isn't about the individual, but the mass opinion. Thats why most democracies have some sort of arbiters (judges, moderators, admins) to prevent the system from ending up in mob rule.
Besides, I hardly think being able to digg someone below a viewing threshold is the same as controlling information or opinions and fascist. Especially given that you can set your own viewing threshold so that you see all comments. Narcissism is ironically one of the reasons some Islamic fundamentalist want to do away with democracy in there countries. They think it makes politicians put themselves above god.
Point being, what your bring up are problems with all democracy, not just digg, and ultimately I think it's encourages a more mature community. I've made alot of dumb post in my life, but rarely am I able to see what others think of the post. Anyway, democracy in general has ALOT of problems, but it does more good than harm.
