As far as I'm concerned they showed that it would not occur in normal circumstances not that it couldn't occur in some weird freak situation. I mean obviously they weren't totally sure themselves or they would have peed on the rail themselves. This suggests even the mythbusters give it a non-negligible chance of electrocuting you.
Anyway it is irrelevant as a high power cable is a totally different sort of thing. You get enough voltage and electricity will ark through air much less a discontinuous conducting stream. - Area51mafia, on 10/12/2007, -1/+6Mythbusters busted it due to it not being a continuous stream as the piss came into contact with the "third rail". I'm guessing you'd be correct, that the dog being much closer to the ground has a constant stream and creates the needed connection.

They actually revisited the myth in one episode. Adam had some sort of device monitoring his heart rates as he peed on either a third rail or an electric fence.
