Was about to say the same thing, but that tire is not touching the road, thus it is not turning. Look at the center passing lines... they are in different relations to where the truck is = it is moving (somewhat)

I know they're from different angles, but still. It's moving. Might just be pulling a little to the right...

I'm pretty sure the tire that's in the air, and the one right next to it are bolted directly to each other. They don't turn independantly.
Also, what speed film would you need to get that much detail on the tread of a spinning tire? I'm pretty sure that a spinning tire will blur, and there will be no tread detail at all.

His best bet would be if the first container was full and stable even though, those connectors are not meant to handle twists like that and would likely snap off. Likely the guy was going really slow cause I bet he didnt want to get tossed in the ditch (as well as get in ***** for the cargo if any).
