It mostly attempts to test one's individual patriotism (through trivial facts), rather than testing whether or not an individual has the basic knowledge to be a productive member in American society. Now, if they made sure to test people on their knowledge of their personal rights, that could do much more good than harm. They'd actually know something useful, as opposed to knowing the exact date George Washington cut down some tree.

Some things to note. If you are younger than 55 (I think that was the age) you must pass a reading/writing/speaking test. In addition you must pass the 10 question test that was linked by this DIGG.
The reading/speaking portion was something along the lines of : reading a sentence out loud that was something like.
"The president of the United States lives at the White House"
The writing portion was writing a sentence like "I wish to become a US Citizen"
Now those test questions that were given there, were probably the hardest ones. Some of my test questions (only asked 7 as I answered the first 7 correct, and only needed 7 to 'pass') :
Where does the President of the United States Reside? (I asked in Crawford or Washington DC :P) then responded The White House.
Who is the President of the United States? (George W. Bush)
Who was the first President? (George Washington)
How many stripes on the flag? (13)
What do the stripes represent? (1st 13 colonies)
How many stars are on the flag? (50)
What is Old Glory? (The US Flag)
I think the last question was who takes over if the President can't finish his term (Vice President).

Most of the questions weren't that hard, but being able to recite the numbers of amendments pertaining to voting has nothing to do with citizenship; actually voting would be a mark of good citizenship. A test that asks questions about rights and responsibilities of citizens would be more appropriate than this one, which is mainly trivia.

Test them on English and give them some basic law questions like "Is it legal to do x, y, or x?" In other words, I wouldn't want it any easier. If you actually studied some of these trivial facts, you could easily make it.

I tend to agree that immigrants to a country should learn a sort of 'national catechism' that teaches them what the country stands for, who the founders were, what the values of the state are, when the major national holidays are and what they celebrate, etc. Makes it easier for people to get along with one another.
I'd be happy to learn this stuff about my new home if I moved abroad.
