All known islands on earth have been claimed and regulated by a country. If you just set up home in an uninhabited island in fiji (for example) you could expect a visit from the police as soon as the owners discovered this.
Obviously some governments are more corrupt and less stable than others so buying an island that is regulated by one of these countries is not recommended. Also some countries do not allow foreign ownership (like the Philippines) -
