Carter was not respected at all during his term as president but now his work with habitat for humanity and as a voice of reason has elevated his status, except among right wing talk show hosts and their followers. Clinton left office and all people could think about was his sex scandal. Now they think more about his peace time economic expansion. Bush Sr. left office because of a recession. He's mostly silent now that his son is president but his stature has risen since he was president.
Bush Jr. may indeed buck the trend. His approval ratings are at unseen lows. But if history is any guide he'll look pretty informed and like less of an idiot when the pressure is off and he's retired. Empeachment - bwahaha Americans are too pussy footed to do that. Seriously, you have a war criminal as a president. He chooses to stand down - There isnt a good record for dictators standing down.
PS: 2 of the remaining 3 people running for president have said that they will basically carry on Bushes ways. The third (Obama) has said things will change, however Bush was isolationist, wanted to patch international relations, etc. before his election too, so the proof is in the pudding there.
PPS: The rest of the world hates the US now, we used to hate it in a 'your better then us' way. While it may have eventually been abused, the Oil-for-Food "scam" was a effort initially conceived of as a way for the Iraqi civilians to aquire food and other essentials in spite of the sanctions following the first Gulf War. Indeed, some reports say that even with the corruption, 90% of Iraq's population depended on the program for survival. Regardless, the blame for this rests on Benon Sevan, not Jimmy Carter, who was only loosely connected with the program through the fact that he "had meetings" with Samir Vincent, if an anti-UN group is to be believed. As for the Bin Laden claim, a contribution to a library by family members of a terrorist before the 9/11 attacks ever happened is hardly enough to besmirch his record.
All of this is a rather moot point, because both of these stories were broken by anti Jimmy Carter and anti UN groups and no serious media outlet has touched them. The most reliable source I can find on it is the WorldNetDaily. And you can say what you like about the "liberal media", but when Fox News wont come within 10 feet of a story implicating a prominent democrat, I'm gonna go ahead and dismiss it as *****. I mean it didn't even make it to his wikipedia page.

1. Created a diverse cabinet that helped opened Americans eyes to a more diverse White House in general. In the same vein that only Nixon could go to China, only Bush (a right wing conservative) could open up the White House to diversity with the least amount of uproar.
2. Got people reinterested in the political world enough to take actions in accordance with their beliefs.
It doesn't balance out the bad he's done in my opinion but it has helped.
