This is only because the tip of the newly grown hair will not be tapered to a fine point, but be the same width at the tip, as it is at the base. Giving it the appearance of being darker or thicker, when it really isn't.

A problem with shaving early during puberty is with acne scarring and skin abrasion.
If you have sensitive skin or severe/bad acne it's probably best to begin shaving later into one's teen years when the problem may have subsided.
