In this case the people that own the barrels don't want to press charges, neither does anyone else BUT the police. That is not their job. Police are here to respond when help is needed, not to take the justice of what they believe to be right or wrong in their own hands. They are not to spend their time thwarting crime, they are to respond to it. If the owners of the construction company, the barrels and the site don't want to press charges, there is NO crime. The police need to re-learn their roll in this society.

FYI i wholeheartedly agree. If the company doesn't want to press charges, Carnevale should be set free. Personally the police take too many liberties nowadays. It's not their job to dispense justice. It's their job to arrest perpetrators of crimes and then pass it on to a judge to decide. If the person the crime was committed against wants to drop charges, then so be it. So are you saying that the kid didn't break the law? If you are not, then how are the police doing "what they believe to be right or wrong in their own hands"? Their job is to enforce the law and apprehend lawbreakers. The company did not give the kid the barrels, so they were stolen. Period. Against the law.
Is it minor? Yes. Should it be dropped? Probably. Are the police and court system well within their rights to prosecute anyway because the kid broke the law? Yes. Is your comment inane and confusing (as you seem to contradict yourself a couple of times)? Yes.

The kid committed an act of larceny (theft) which is against the law. This is what the police arrested him for. This action by the police is what you are complaining about that they took into their own hands. Which is it? Did the kid break the law? If so, how are the police wrong for responding to it? C) Too many victims for individual charges

What i AM complaining about is the fact that no one wants to press charges, yet the kid hasn't been released.
Also...crime against the state. Interesting. Granted, carnevale placed the sculpture behind a cordoned off section of the road, but that's just a technicality isn't it. He was arrested before for stealing a boat on the lake for a joyride (he was drunk at the time).
