Birth Control is about being smart, as well as educated properly. If you don't know how much birth control could help you in your life, why would you ever choose to use it? However, if these people were educated in the fact that they can use protection and still have their sex, with much less chance of having a baby, I'd bet they ALL use it.

My neighbor, as an example, has 6 kids from 5 different fathers. She is a hardcore welfare case and whenever one kid is old enough to go to school (and she could then get a job) she pops out another one.
She came over asking me to buy food for their dog because she "couldn't afford it" and the dog hadn't eaten for 2 days. Now I am in the works of getting her to give me the dog.
One of her kids had the nerve to tell me and my girlfriend that his mom said we are "going to Hell" because we don't believe in God and we drink beer and never go to church. This coming from a supposed hardcore Catholic who has never been married and has a village worth of children from multiple men.

I think, if people want to use the system (welfare) they should be required to go on birth control. Some people actually need help from the system and that is why I can see not requiring sterilization but birth control isn't permanent. All people (I would say, in fact, most people) do not have the moral grounding to allow such a thing. Abstinence only education is retarded. "making people responsible for their actions" is an impossibility in this case because 1. you can not stake out every spot that potential parents may copulate. (not near enough man power / funds, and quartering is unconstitutional...) 2. after the progeny is produced, you can not enforce the taking care of the baby (see 1), and if you lock the parent(s) up, that pretty much undermines trying to make somebody take care of a kid there doesn't it, sparky...
