Sounds like someone is a little embarassed that over their behavior, and have to make it out to sound worse than it really is. At worst, this is graffiti. Not even that, its graffiti with chalk, since the signs aren't permanent.
This is sad on two counts. First it's sad that people are so technologically illiterate to confuse these for harmful devices. After the first one was obtained by the authorities the all-clear should have been given immediately. Seriously, I heard yesterday on the radio that the bombsquards had detonated some suspicious device under a bridge. I just found out today that it was a bit of board with LEDs in it and a battery on the back, what the ***** was going through the bombsquads minds when they detonated the thing? Of course this is the same city that turned into a police state during the DNC so I guess I'm not surprised.

They probably think bombs have a beeping digital clock and are diffused by cutting the right colored wire. I say someone's a *little* bit embarassed that they got all excited over nothing, unfortunately they are in a position to claim moral superiority and want some heads to roll. I can totally accept that it was a misunderstanding but I don't see why they should throw the book at anyone over this.

And that makes them explosives, what the hell? Okay, you knwo, even if you can justify the initial reaction of calling the police out to look at them, don't you think the bombsquad should have known better, or hell even the plain clothed police officers? Even now that they know it isn't a bomb they are trying to cover their asses for not being smart enough to realise what this was by making it out to be all the fault of a horrible hoax designed to scare rather than not being able to tell batteries from C4. This would not be any big deal at all pre-9/11.
For example, when I worked in a grocery store, we had a bank in the front of the store, one night after the banks hours, two men came into the store, they weren't wearing any sort of uniform, just plains clothes, they set a box down on the banks counter and left. Moments later, we started to hear a beepign from the box on the desk. We weren't sure what it was or why someone would bomb a Winn Dixie but we weren't qualified to decide that so we called the police. They didn't cordon of a five mile radius, they didn't parlyse traffic, they went in, looked at the scene and informed us that the box had knocked the phone off the hook and the phone had an off-the-reciever beep. That was the end of it, FedEx wasn't fined for mass hysteria inducing, that was all. The joke was on Turner Broadcasting as Boston used this as a way to get in the news and to charge them $500,000 for posting ads. Come on, sure the stunt was inconsiderate considering our propensity towards FUD (Fear Uncertainty and Doubt), but seriously, why did only Boston react this way? Why aren't all the other denizen in the other cities freaking out? Because they don't have Mumbles, that's why.

I can see having someone check it out, but Boston was jammed up for hours because people make decisions based on irrational fears. I can see that it could have been planned better, but this should really remind us that we are over paranoid, which doesn't help pervent terrorism in any way, and leads us to take actions based on fears and suspicions, which in the long run will do us far more harm than good.

In mid-November, my car ran out of gas while crossing the Mystic River/Tobin Bridge. That's just north of Sullivan Square, where one of these was found.
I got out and started walking across the bridge, as it would be easier to get to a gas station that way than to go back. A bus pulled over and the guy screamed at me not to jump. After getting over the man's assumptioned I was going to kill myself, I got in and got a ride across the bridge to the Mass Highway Department. Inside, I told the guy behind the desk that my car had broken down on the bridge. While he was trying to find it with his cameras, I overheard on his police radio Mass state troopers saying that they had cordoned off the area around my car and were deciding whether they should consider it a potential terrorist threat.
When I finally got back to my car, the trooper who had been assigned to babysit it lectured me for a full 20 minutes about how every car that is 'abandoned' on any of the bridges in the area was considered a possible terrorist threat until proven otherwise. He further said I was lucky that it had not broken down in the tunnel that leads up to the bridge. If it had, he said, they would have just called the bomb squad to take care of my car.
