Most heroin sold on the street today that isn't black tar heroin (The crap you find mostly out west) is packaged in little wax paper baggies, no bigger than a inch and a half long, then sealed inside a clear plastic wrapper. Also the wax paper bags have all sorts of different stamps on them, from aliens and birds to skulls and crossbones. Almost every dealer has his own stamp, as a way of marking their stuff for recognition I suppose.
So I could easily see how a little kid might think the littles packages contain candy. Although it certainly doesn't taste like candy, it tastes more like if you were to take a pill of vitamin B and chew it.
