- whatup732, on 11/05/2009, -2/+60To understand this story, you really need to understand East Cleveland. It's absolutely the worst place to live, with many houses selling for $5000 or less. The city gets nearly no funding, and alot of the policing is done by neighboring cities. Last I checked their high school graduation rate was below 50%. East Cleveland is festering ass of the greater Cleveland area.
I had a friend drive through east Cleveland and a stray bullet hit his car. He went to the police station and they basically said "okay, you got off lucky... don't dwell on it"

The woman said she was high on cocaine and fell off the balcony when she was looking for her keys. Sowell was also questioned in the hospital waiting room, he claimed she was his 'girlfriend' and confirmed her story. I think they were let go without charge. Now what does that say about East Cleveland, A woman falls off a balcony admitting to be high on cocaine, and her boyfriend also admits they were doing hard drugs. No prob, do you need a ride home? No one looked into his past history as a rapist and sexual predator classification. A sexual deviant had a naked girl fall off his porch and no one did anything about it. Cleveland rocks!

Ray's Sausage replaced multiple sewer lines, debris traps, air handlers, etc, because they didn't realize that the smell was decomposing bodies.

The houses are really close together as well, it just shows the quality of the people in the neighborhood when you walk by and say. Damn Sowell's place smells. Then just move on. It's not like he was concealed burying bodies in the backyard either, people just ignore you in urban communities. As a Cleveland east sider, If I sit on my porch, no one even looks at me, no one says hi, when they walk by. I could probably it there with a corpse and no one would even notice, because they just aren't friendly, or do they care. If you watch the street long enough you see something illegal, and no one wants to be involved.

If he's a recently paroled rapist who served fifteen years, how is he not monitored more closely? Our local news states that Garrido (the guy who held Jaycee Dugard for 18 years in his backyard) was a convicted rapist and parole agents noticed a 12-year-old in his home on a visit. This isn't a normal misdemeanor, this is a criminal element with a high recidivist rate. Devote some damn resources to your cases to make sure these pervs haven't resumed practice for 18 YEARS or enough time to commit 11 murders.

- gartsteve, on 11/05/2009, -0/+5This didn't happen in East Cleveland. It happened on the east side of Cleveland. And the neighborhood there isn't a particularly bad one. I should know - I live just a couple of miles away. In fact, within 3 miles of this guy's house, you'll find the trendy Shaker Square area and some million dollar homes at the edge of Shaker Heights.
However, this doesn't mean that the location wasn't part of what allowed this to happen. On the radio here today, they were talking about how some reports to police from neighbors there actually reported smelling something like decomposing bodies. It seems like with a known violent sex offender who just got out of prison not long ago living nearby would warrant a police visit. Hell, shouldn't his parole officer be checking up on the guy anyway?
