No, no one feeds them. However the government put a ban on spring bear hunting which caused a spike in the bear population. For a few years they were coming into towns regularly and had aggressive tendencies due to the strain on their food supply. So, not all of them would run away.

While I feel for the family of the victim, I believe that she was not acting in her best interests when she wnet out with no protection at all (no weapon) and put on her iPod. Few people would do this in any big city, let alone a wilderness area in which predators have had their prey reduced in number.
