Instead of worrying about the dealers, worry about those who steal it. Require permits to salvage metals. Require a way to tax those who recycle it as well. And the dealers have to maintain records for what ever they pay out, and account for whatever they sell as well.

It wouldn't be difficult to require scrap metal dealers to keep documentation of every bit they buy and have them on the hook for what they cannot document as stolen property.
