From talking to Mexicans who've migrated north, there is a complete distrust of the civic systems and politicians that run the country. Any sort of dealings with the government, whether it's building and business permits, policing, or even basic utilities can involve bribing government officials.
Your best bet seems to be to legalize drugs and prostitution in Mexico. It's so ingrained in everything. Legalize it and focus your resources on building your economy not taking out drug lords.
Murder, bribery and extortion are basically by-products of illegal drugs and the underground crime networks they spawn. Legalization is kind of like cutting the head off of the beast.
I agree with legalization of soft drugs, but that will not change anything in Mexico. The cartels will need to deversify to keep their money coming in and those alternate drugs will simply perpetuate the problem.
Mexico is partially mafia-run right now. If done today, legalizing drugs legalizes the mafia racketeering operations, making their democracy even weaker to the forces of organized crime. Mexico has a very long history of revolution and civil strife. A beautiful country, beautiiful people, but desperation over many generations has created a homicidal kleptocracy, and a crush of refugees from institutionalized poverty for neighbors. Let's hope that we continue to police our own mafia before they ever get that powerful.

The Aztecs, Maya, and Olmecs participated in human sacrifice and forcing wealth from neighboring cities, then exploitation from the Spanish, followed by political instability until the totalitarian PRI party took control. Now, it's organized crime's turn.
That type of thinking is flawed and gets us nowhere. My ancestors (English) participated in all manner of atrocities, does that make me a dyed-in-the-wool killer?
The real problem is that cocaine and marijuana are illegal in the U.S. Legalizing both of them would go a long way towards putting the most violent criminals in the world out of business.

I don't know what the mexicans think they're doing but their whole civic system is going to self destruct under the weight of it's own incompetence.
