The Police are treating American citizens like a military threat because the 1% whom they obviously protect, desire it of them. The elite are afraid and that has filtered down to their rank and file. They have authorized them to take whatever means necessary to quell the resistance and the more brutal the better if it ends things quickly.
What they fail to see, is that they have polarized opinion. Everyone has to pick their side and stick by it. This is an issue over which it is difficult to be apathetic.

While this is the more obvious and convenient answer, and might be part of the issue, I don't think it's the primary reason.
We've been retooling and retraining first responders to deal with potential terrorist threats since 9/11. Heck, even the post office has had new procedures with associated training put in to place. All this training and planning for something that hasn't really been needed yet still has an affect on how law enforcement is going to handle non-terrorist issues. And we are seeing the results.
It's essentially the old "if all you have is a hammer, everything looks like a nail" deal. We've been preparing for terrorists with anti-terrorist tools, and now everything that law enforcement responds to is having those tools applied to it. Add in that non anti-terrorist tools are the ones being defunded the most with budget cuts the past couple/three years, and that's the one tool they have ready to use.
Now maybe the 1% planned that far ahead to having things as they are now, but if so you'd think they also planned that far ahead for the stock market crash, long range investments, and the like too. Which they clearly haven't.

If you think the 1% didn't plan for the stock market crash, you aren't paying attention. They planned it and they planned for it. Who is sitting on huge cash reserves right now? Who is ending up with all of the real estate, properties, etc.? Who do you think all of these Countries that are going bankrupt owe money to? Search YouTube for a movie called Thrive. It talks about what families have always been behind the scenes, pulling the strings and how no matter what happens, they always come out on top. Are they just smarter than us and are there to take advantage of bad situations or are they causing the problem, using the media to manipulate the population into demanding solutions which they seem prepared to provide?

Ah yes, the conspiracy theory to end all conspiracy theories. It couldn't possibly be that they were simply short sighted and greedy, that they assumed the consequences of their actions would be minimal because that's what they wanted to believe, or that their skewed ideals of what matters most have simply blinded them to any other way of thinking.
No, it just HAS to be a complicated plan, because evil requires planning rather than just being stupid and trying to cover that stupidity with spin doctoring. There just HAS to be evil masterminds because then someone villainous can take all the blame.
It's impossible it could be plain old ordinary human boneheadedness, because then everyone would be just as likely to cause evil in the world by being just as stupid.

I can see that you have clearly done zero research. All of this stuff can be fact checked. You realize that right? You must be used to the smell and don't really care about the view...Yes. There is a plan and it's not all that complicated. Especially when you have more money than God. And if you think there aren't villains in the world, then you aren't even watching the Main Stream News.

Yes, I do realize that. Interesting tidbit, so can my assessment. Which was that while there were some who were using things to their advantage, it wasn't the ONLY and possibly not even the primary reason for the use of force.
So we have my stance, where there are multiple causes, and your stance, where there is one.
And interesting that you've used my argument to jump to a conclusion with no facts about my income and economic status, then utilize that as an argument to deflect the issue. Isn't that the very tactic people are pointing out the rich are using?

There may have been multiple causes but the plan was set in motion by a small group of people and those below them that took advantage of the situation may or may not have been involved with that plan. Useful, expendable diversion. People are greedy so there was criminal activity that contributed to the crash at every level from the bank branch that processed loans for borrowers that didn't qualify in order to get bonuses or meet quotas to the people that packaged those bad loans and resold them to buyers that thought they were getting good loans because other co-conspirators at the Credit Agencies certifying them AAA Platinum to the upper management that took out Insurance Policies against their losses. Every step of that process was compartmentalized so that those farther down the food chain was unaware of the big picture. But if you go back in time, the same people that own the banks, also started the Federal Reserve and paid Congressman to institute an Income Tax on American Citizens to pay the interest on America's Debt to the Bankers. The Bankers are the real 1%. They print the money, they control the currency, they own the debt, they control the American Government, the American Government controls the Force necessary to protect them from the rest of us and to go out and secure and protect resources for the 1%.
The 1% also started the IMF and they plan to crash the American Economy and turn Americans into Wage Slaves. Too busy trying to make ends meet to rise up and revolt. Look at the laws that are being passed if you don't believe there is a "conspiracy" and it's all just a disorganized, random set of incidents. Anti-Union, Voter registration, Patriot Act, Limiting Bankruptcy Protection, Defunding Social Programs, Austerity Cuts, Privatizing Social Security and Medicare so that money is in their hands and you have to work longer with no guarantee of health benefits, The Militarization of Private Police Forces, The growth of Private Prisons and rise of Prison Populations despite the decline in violent crime, Increased Surveillance,the consolidation of the media, which is also owned by the 1%, elimination of net-neutrality.
the same, small group of people control almost every aspect of our lives from energy to education. health care to the media.
It is all part of a grand plan and the sooner everyone realizes that, the better.

The concept of "peace officer" started disappearing in the late 80s. Where once you might get a ride home after having a little too much to drink, now the cops are happy to find any pretense to get you in handcuffs, search your vehicle and get into your house to find your guns. They look more like SWAT team members while patrolig the park and every minor infraction is an opportunity to clean your bank account on fines, penalty assessments and court costs. They want everybody living in fear.

I was amazed my first trip to Europe at how friendly and helpful the cops were. I thought that every country had a militarized police force like in the US that had an belligerent and antagonistic relationship with greater society.

I consider myself a naturalist, which means all things eventually will be ruled by what is natural and it is only natural the more people fall for progressive teachings that encourage gov't dependence , the more aggressive and dominating gov't will become. Nature dictates the strong dominate and by allowing big government to be the sloe arbiter of what should or should not be allowed, we literally relegate citizens to a position of serfdom!

Most of the ones they are beating are being compliant and not resisting. The cop that recently went peeper spray crazy on a group that was sitting waiting to be arrested. they did not deserve that. not to mention

I just finished watching the Wire and I listened to the NPR story about the NYC cop who exposed the one borough for fixing their stat's. So of course, I think the "Statistics result driven strategy" has corrupted the process of police work.

Also the rationale for that sort of approach speaks to a problem throughout our society and our government especially, the problem being that we keep simplifying things to appearances rather than substance. It has become more important to look like we are doing something, than to take the time to do something correctly. It is more important to create the appearance of order than to maintain a semblance of fairness and justice. It is this logic that makes it more important to impose budget shortfalls on school systems than to focus on quality of teachers (for an example of simplified results driven philosophy.) It is more important for police officers to use steroids than to be smart and knowledgeable because apparently being scary is more important than being calm.
TL:DR Our "prioritizing short term results" driven strategies are stupid.

Gee, I don't know, could it have to do with decades of ever expanding Government control and regulation over all aspects of our lives? A lot of this militarization arises out of the war on drugs, but thats just part of a bigger Nanny State mentality where Government provides our health care (for the old and poor), retirement benefits (for the old and disabled), food, housing, and education. In short due to the very actions OWS is promoting (more Government, except where it benefits corporations) we are getting a militant and hostile Government that no longer views us as free citizens but petulant children it is responsible for.
