True story: My apartment was burglarized while I was at work, generating tax money to pay the people I had to call because my apartment was burglarized while I was at work. I digress... Anyway, the police show up and decline to even enter the crime scene, opting instead to take a report from the comfort of their police cruiser as I stood in the middle of the street.
A few sentences into my apparently uninteresting tale, one of them interrupted me and began to discuss the guys standing on a nearby street corner. He identified one of them as a drug dealer but declined to do anything about that, either. The other of NY's finest, meanwhile, got a great idea but he would need eggs. They were then motivated enough to enter the crime scene--which also contained eggs. They dusted for no prints, examined nothing gave me a report and then took a couple of eggs to the roof to throw at the (alleged) drug dealers.
True story.

Sometimes it is obvious that the Burglar didn't touch or move anything that is a likely surface to yield good latent prints, so the patrol officer who took the report didn't call for an ID man. Or, it is entirely possible that the patrol officer didn't call for an ID man because he wasn't being very diligent. I don't know where you live, or what the police department is like.
The fact that latent fingerprints are recovered at a scene is no guarantee that the case will be solved.
If it is a VERY good quality latent print with lots of good "minutia" (points of identification) it could be entered into an A.F.I.S. (automated fingerprint identification system). And, if the Burglar has been arrested before, you might get him as a "possible" hit. However, unlike television, the print going into AFIS must be of VERY good quality and clarity. The computer gives out a list of several "candidates" with similar fingerprints, and an examiner must look at all of them, and if possile, make an identification.
If the latent prints aren't very good, but are still identifiable, the detective might devleop a suspect. Perhaps someone who was arrested for committing a similar Burglary. They can then compare the latents from your house to the suspect's know fingerprints. And, if it is his fingerprint, they can arrest him.
My friend worked as a line squad detective for years, and investigated thousands of Burglaries. Only about one in five had usable latent fingerprints found at the scene, and of them, only about one in twenty had an arrest made as a result of a latent print identification.
Let me give you a bit of warning. If you have never seen what fingerprint powder looks like, it is a fine powder (usually black or red) that gets all over everything and is next to impossible to clean up. If the officer who came to your house did a fair evaluation, and you call back, you are liable to piss somebody off. Nobody likes to get second guessed. Then they will come and dust for latent fingerprints, for sure. And you will be spending the next two years cleaning up fingerprint powder, because they will dust EVERYTHING.
This is not like TV where the cop runs into the scene with his fingerprint kit and goes through your entire house looking for smudge prints.
There is good chance that the suspects used gloves, and with the amount of prints in a normal house, there may be too many to even get the correct one off anything!
File with your insurance company, give them the police report number and get your stuff replaced.

Burglary is different from robbery. A "smart" burglar will only hit a place when it's not being occupied. It avoids confrontation which means it's less likely anyone will get hurt.

How exactly does one go about scouting out the places you break into without arousing suspicion? And does this scouting include checking the interior of the home for weapons? Or is it just limited to trying to ascertain that no one is home? Either way, unless you are sure no one is home, or there are no weapons at the residence, just the idea that many homes would have a gun, and the owner able and willing to use it should help keep most people out the breaking and entering business.Comment is buried, click here to see the rest.

I'm guessing he was put in front of court once, and asked for his previous offences to be taken into consideration (it's a British legal thing). As he's 19 and it was technically his first offence, the judge probably thought putting him into jail (probably making him even worse) was not the best idea.
Of course the Daily Fail headline makes it seem like he's been up in front of a judge 700 times on 700 separate occasions.....ah yes, I'm almost right, here it is:
'17 burglaries and thefts and asked for 645 others to be taken into account when he first appeared at Chelmsford Crown Court in October 2009.'
Just beware that this paper makes its living from providing upper working and lower middle class, enraged populist right wingers with something to get angry about, and has a team of journalists dedicated to trawling out the most extreme examples of things like this.

its true that the UK has a higher robbery rate, but it's hardly a huge difference. (1.3 vs 1.5 out of every 1000 people.) Also, you are FAR less likely to be murdered there. But if you really think that guns are the reason for less robberies here, then how do you explain all the other countries that have much stricter gun laws and a much lower robbery rate? There are only 10 countries including the UK with higher robbery rates than the US, so clearly guns aren't doing all that much deterring.

Who cares what punishment the court inflicts on him. . . . .nobody seems to care whether or not all the victims were made whole, repaid, and had their property returned to them. Why do we now have to pay for this guy to sit around in prison for 5 years, on our dime? So that we can feel good that we punished him? How about instead a probationary work program where he must pay all damages and debts and make full restitution. . . . in the process, he'll probably learn a trade or a skill that will lessen the probability of him going back to theft when he is released.
