This is funny, but:
Quality is free. Developers work faster when the code they're building on top of is easy to understand. They also stay satisfied with their jobs longer, so you have less turnover slowing you down.
Programming is a lot like racing. Sometimes you have to slow down to go faster.

Fast code. Restart doing it well. Write outline in notebook, then give up because outlining just wastes time. Combine best parts of both first and second codings.
Now you've got a working prototype. Next add one thing and then debug an area out of bounds error for 4 hours and give up for half a year. Then try it again and realize you have no idea how or why the code works, and how the parts interact.
Or... maybe thats just me...
