"But those points of view are often coming from state-sponsored news sources in countries, like Russia and China, where independent journalists are either harassed and persecuted or outright banned. Could Google News's level playing field be enabling authoritarian regimes to more easily get out their message? "
Good question.

' where independent journalists are either harassed and persecuted or outright banned' - here is an example of western corporate lying propaganda. I can't speak for China but in Russia (despite all the lies in western press) there is a much more diverse media then in US. The constant allegations that Russian media is under government control or is being harassed and persecuted are baseless and only serve to support foreign policy goals of Washington elite.

Western corporate propaganda is getting some competition. No longer Anglo-American money bags have a monopoly on 'truth'. Watch them squirm.

The film Lord of War was loosely based on Victor Bout. The main character was effectively a state sponsored arms dealer. Helping the Anglo-American money bags who have vested interests in the US administration. I thought it was a thought provoking film. The acting by Nick Cage wasn't great but the story was sound.
Google wield such power, who knows who tinkers with which regimes get more air time than others. On the Russian point, it's probably because US Russian relations are relatively good at the moment.
Any Russians got a view on this?
