Android has a number of challenges in order to implement something like this. --But, congratulations... Skype now works on Samsung Galaxy S phones as of this month (December)! --And as of October, Skype was made available on a wider variety of Android phones according to the official blog.

Who knows, Android users should probably expect limited Skype video support early next year, with more complete support for a variety of handsets by the summer. Qix and Fring have been struggling like hell to get a smooth experience for Android video calls. Sounds like an ever-evolving battle though, like Android. Google's attempts to standardize a video-call stack seems very much the way to reduce fragmentation on this front (as all manufacturers will make sure the standard method just works).

Tried it Wifi to Wifi and 3g to 3g yesterday, wifi was fine but 3g was choppy and had no audio. Full bars on best network in Australia to AT&T micro cell connected to same network as the wifi.
I hope they can fix those glitches (presuming it wasn't just me).

The momentum is swinging, and by the end of 2011 Android apps will be taken just as seriously, (if not more so) than iOS.

What you're mistaking for negligence, is actually the time it takes to fully develop and test more advanced features for the wide range of Android handsets. Rapid deployment on iOS is a much, much simpler proposition, so releases comes quicker.
Check the official Skype blog. They JUST got Skype compatible with the Samsung Galaxy S phones this month. They also widened the selection of compatible Android handsets in September. Lastly, the exclusivity deal with Android on Verizon seemed to complicate a lot of Skype developments this year.
As an aside, there is no Android momentum other than sales. There is no significant developer "switch" going on between platforms. That sales momentum is ebbing as the platform matures, the flow of old platform (WinMo, RIM, Palm) switchers dry up, and new platforms come to bare (Win7).
Android apps are taken JUST as seriously as iOS apps now. It often simply requires more effort and testing, unless you're using a metaplatform like Flash that has tested for you and will except direct blame on issues of compatibility.

Actually, given how little attention is given to the code quality of Android apps, it will be just like the POS windows smartphone I used to own. Apps that would completely lock the phone up, requiring me to take the battery out and put it back in just so I could use it as a phone. Enjoy the future.

Nope. FaceTime is "dead-simple", maybe. It's ok to have a native video-chat built into a platform, and make it just work without any extra hassle. For Skype to finally come along and support video for iOS is excellent. When they're able to release support for video on Android, Blackberry, etc, they'll be even better positioned. But, they'll always require a Skype account... and that you're logged into it. Nothing wrong with choice, right?

Something tells me AT&T will discontinue their unlimited data plan even for those who were 'grandfathered' in last year; But they'll still make you pay a base price of $45 for 450 'minutes' that you'll never use. Gotta love a good oligopoly.
