No, if something has a reactor there is a reasonable expectation that the possibility for meltdown exists. This is why Chernobyl is unfortunate, not ironic. If, however, you found the Chernobyl accident ironic then I suppose this could be ironic to you.

It's really not that hard to believe anyway. Sealand was pretty much operating as an independent legal oasis for datahandling & storage. Depending on how much was charged for the service (read: a bucket load) it's conceivable that the owner could reasonable expect that kind of cash. Now, the legal waters hadn't been tested, and the defense most likely wouldn't stand up in court, however it still provides more safety than 99% of other data centers.
